Oakenfold played a very limited promo of it in 1999, the producer only found the original after Scott Bond got in touch many years later on an old hard disk backup which is what you have linked to today.

It is possible the promo had a remix, there is similar elements/identical sounds. Of course without that promo impossible to rule it out. Likely it is not it but similar sounds perhaps the same producer so maybe check the other alias of this producer?
