I'm sure for 90% of illegal downloads the person never would have bought the track anyway.

Small underground lables and artists will always be hurt in a coprorate world where the masses will prefer to throw money at people selling well-marketed trash, mp3s or no mp3s.

People downloading everything is definitely not on. I've got a fair bit of downloaded music but the amount of money I spend on music legally justifies it imo, also a lot of what I have is unmixed versions of tracks I've already paid for on compilations and mix cds.

European Parliament condemns plans to disconnect file sharers

The European Parliament has voted to condemn member state plans to disconnect the internet connections of those suspected of illicit file sharing. Members of the European Parliament believe the measures conflict with "civil liberties and human rights and with the principles of proportionality, effectiveness and dissuasiveness."

“Calls on the Commission and the Member States to recognise that the Internet is a vast platform for cultural expression, access to knowledge, and democratic participation in European creativity, bringing generations together through the information society; calls on the Commission and the Member States, therefore, to avoid adopting measures conflicting with civil liberties and human rights and with the principles of proportionality, effectiveness and dissuasiveness, such as the interruption of Internet access.”

The report is not legally binding, but it does signifiy resistance among MEPs to measures currently being implemented in France to disconnect suspected illicit filesharers. This is especially relevant as France will take over the European presidency in July, and many fear that President Sarkozy would use the opportunity to push the so-called “Oliviennes” strategy Europe-wide.
