I could only imagine this was done with a rather complex effect chain. Either it is some kind of distortion effect I dont know, or you can try it like I tried.
A long hihat sound, eventually timestretched, sent through a ringmod filter. I also used several instances of CamelSpace and a bitcrusher in the end.

Not that close, but the general idea of ringmodulation, then bitcrusher should eventually help you get this sound together.

To me it sounds like a regular crash cymbal, pitched up, layered with a 909-type snare, then highpassed probably at 8 kHz or higher. And the autopan is obvious. I don't think the initial sound is part of the cymbal, in fact I'm fairly certain I have that very same sound effect somewhere in my library.

I do think ring mod has something to do with it. Look at the wave in an editor and you can see this periodicity where the wave goes 'on and off' almost. That could be a sign of a ringmod.

And I know the composer who made it uses alot of pro samples like garritan and roland ect. Very well could be in a sample library.

You sure the periodicity isn't just the sound repeating over and over again with the autopan? Or are there actually visible periods within each individual hit?

It could very well have been made with a ringmod, but then there are always so many different ways to make the same effect...
