| i want to take some samplings from recordings that I only have a low quality MP3 of. since i really don't know anything about audio, does anyone have any insight? |

| Load them into a wave editor that can decode mp3's, like soundforge or audition. Make the sample you want to use and save them in whichever format you want (.wav, .aiff etc) |

| In some contexts it's acceptable, provided you just use the sample as a kind of dub-style vocal and it's heavily processed anyways. Otherwise, probably not a good idea. |
