problem with canada is that we follow the US approach on that one, zero tolerance, instead of prevention and education programs. we are slowly starting to move away from the american way towards the european philosophy with safe injection sites and whatnot, but even those are very difficult to sustain and defend from provincial and federal governments. most of these more responsible initiatives come from municipalities, people with the least resources to solve these problems.
it may still be a long while before the top tiers of our government realize the benefits in education over complete intolerance
