The most valuable item in Eve isn't ISK (InterStellar Kredits aka money), it's trust. While there are many legitimate business ventures on Eve, as it stands right now, scams are easier and more profitable. Despite that always looming possibility of scams, people still eagerly invest in IPOs and stocks trading. If the saying, there's a sucker born every minute, holds true for life, it certainly truer on Eve.
