If you have winNT or XP you can't use midi to control dreamstation. But you can make the sounds in dreamstation and put them as .wavs in fruityloops
Well, if you were able to install the midi driver from dreamstation you can use it's midi ports:

Go to "Options">"Preferences" and make sure "turn of sequencer..." is select. restart dreamstation
also open fruityloops. If you know how to send midi from fruityloops you have to set the midi out to "Dreamstation Midi In" the Midi In in dreamstation to the same.
Go to "options">"midi mapper" and put different sounds on each(or 1 you use) midi channel with 4 notes poly.

I installed Dreamstation, but all i have in it's directory are two DLL files, a GID file and an HLP file. There is no EXE to run it. So what do i do?

install it into the fruity pluggin folder and then in fruityloops you goto "channels>odd one> fruity wraper> click on the map to choose pluggin> click on refresh> select dreamstation and then it's there to use
