toronto has yongesterdam (yonge street) which is semi-decriminalized but still isn't fully legal.
montreal for the strip clubs and hookers
vancouver has a lot of pot-friendly 'coffee shops' but again it's still not fully legal.
also it's frowned upon if you go up there thinking it's amsterdam and just start asking around especially at places along yongesterdam or in vancouver. have to be a bit coy about it so be smart about how you handle yourself / asking around for it
for a bachelor party i'd suggest going to south america if possible, probably better finding all the good stuff from hookers to blow to pot
montreal if you need to do it quick and cheaper then heading south. you should be able to find smoke out there also
