Alcohol, despite being a depressant, supposedly has the opposite effect on a persons psyche, at least in the beginning. This is why, after a couple of drinks, most people get a bit animated/vocal/excited.

It's only once either a) enough alcohol has been consumed, or b) the alcohol starts to wear off, that people people feel fatigued (or just drunk )
