Securom is a drastic anti-piracy measure that has virus/spyware-like properties, hides in your system, is very hard to remove and restricts your use of software.
Think of it as the develloper's way of saying "fuck you" to people who legitimately purchase their games.

I don't remember the exact details because I've never really experienced it myself, but there have been instances of securom preventing users from deleting certain types of files from their hard drives.
The whole issue with securom isn't so much the inconvenience as much as it's a matter of principle. You pay good money for a legitimate version of the product and you get treated like a criminal; long CD key has to be copied for installation, install program hides malware on your hard drive, product has to be activated online before you can use it, product has to contact dial home server before any execution, disk has to be in drive to play, online accounts with passwords to play singleplayer, ridiculousely low limit of installations...
Anti-piracy measures are one thing, but this is getting out of hand. Not to mention that it doesn't really fight piracy at all because cracked versions of install programs will be out on torrent sites a week after release, and people who haven't paid for the game won't have to deal with any of this annoying shit. All they're doing is alienating potential customers and encouraging people to pirate their games.

supp GTA is gonna use the 'mildest' form of SecurRom, as if that is a decent explanation...
but its just like Windows and Office in that it will limit the programs use on other machines, or potentially one machine if you make drastic hardware changes, et al. overall, if you arent really into messing with your hardware/software and just wanna play the game - you likely wouldnt notice much. the anti-piracy software shouldnt affect any other programs, unless you have other non-legit stuff installed.
overall if you are gonna buy it, buy it. the principle behind the security sucks, but thats an issue with choosing the PC version. if you didnt purchase it your online usage might be inhibited as well

I haven't heard of that, but like I said I've never experienced it myself. I've only heard of problems with deleting executables.

My only issue with securom was it decided to not let me install the oblivion expansion(which is in the actual cd drive)...
until I enabled securom emulation on one of my virtual drives
