If you can't get a decent speed on ADSL2+ (while paying for the high speed, mind you) you should get cable.
Even at 4.6km, you shouldn't be that slow, unless you have issues like I mentioned before. I'm mildly spoiled by being within 500m of a DSLAM, but I have quite a few friends in similar 'distances' to you, and they have much faster internet.
Might be worth dropping TPG for starters
iiNet or Internode for ADSL2+
You should be able to get either or both, nearly anywhere in Sydney.
