Not unless that's the official name of the region. for example, when you say there aren't enough natural resources in the southern hemisphere, you don't capitalise because southern just modifies the word "hemisphere". However, when you say Northern Ireland, the word northern is capitalised because it's part of the name. So, if it's the name of a state, county, official region - capitalise it by all means. If not, then don't.
