It's fine to scoop out a bit sub 40hz but a lot of amateur producers (and most professional trance producers LOL) just go waaaay to far until they have a kick with no lowend. Your 'Can U Feel' track is definitely cut too high. The only time I would cut that high is with a really big, meaty, subby distorted bass but yours doesn't even sit that low and is pretty polite. Generally, it's fine to have either the kick or the bass bang in the subs, just not both. And it's fine to have some spillover, a lot of people totally seperate their kick and bass and it just sounds lame and clinical. A lot of older tracks have pretty messy kick/bass mixing and they still sound great in the club.
Keep in mind that any competent mastering engineer is going to cut sub 30 hz pretty heavily anyways. I think the real problem is that a lot of people just make kicks with ridiculously long decay times and a shit ton of reverb and then it'll obviously end up as a mess. Someone who's a mastering engineer listened to the track I posted above and said the kick is fine and it's subby as hell.
A nice solution to roll off the subs that has plenty of character and doesn't sound clinical is U-he Satin (tape emulation). It does wonders do lowend if you set it up right, it naturally rolls off sub 30hz and really makes that ~50hz range bang. It also adds nice harmonic distortion and overtones to bass and pulls everything together with a nice gentle tape compression across the mix.

Yeah, I'm a big fan of those reese basslines. They were also somewhat popular among early 2000s techno producers.
