It's Portuguese, and it says almost exactly what Shaw said. Literally, it says "It's openly forbidden to play the track 'Panamericano' (any remix or portion). The offending DJ will summarily lose their pay for the night" (so whoever translated it for him forgot the bit in italic, though it doesn't matter).
Pro Tip: If you can't find the words "el" or "la" in a text but it looks like Spanish with tildes on vowels and cedillas everywhere, it's Portuguese.

It was from fb. I knew it was incomplete, but didn't bother correcting anything more than the instances of "U."

I understand about the words looking and sounding the same but with slightly different meanings. I dated a Puerto Rican girl from San Juan while she was her in the Army, and the Tex-Mex slang and even the correct Spanish meant different things to her, I remember once she felt insulted because someone said something that in her language was not what the say'er meant. (is Say'er a word?)
