When was this? At least in terms of mold remediation, it is illegal now to operate as a company that does testing, writes the scope of work, AND performs the work in CA, NJ, TX, FL, and LA to name a few states. Obviously doing both ends is a conflict of interest... we do a lot of 2nd opinions, and have seen many times where a contractor might be having a slow month, and writes himself a little extra unnecessary work into the scope.
