yes or no, because if its not LEGAL. you shouldnt do it, because you might get caught and if caught doing something ILLEGAL you could get in trouble for it. much like a person who uses drugs and brags about it on public forums and then their employer becomes aware of the information.
COMMON SENSE would state that if you never do anything illegal you won't get fined/ticketed for doing something illegal.

to my understanding, it is based on length in hours. if circus is normally 9 to 4 then it is because they have a permit to be open for 7 hours from 9pm. so regardless of the time change, circus would close at 5am in march and at 3am when we fall back.
